Not only will Americans vote to elect a new composition of Congress, but they will also elect a new President who will begin a new four-year term in January 2025.

Although early voting has already begun in several states, the majority of Americans are expected to vote on 5 November.

Congress

The U.S. Congress is the legislative branch of the United States government and is composed of the House of Representatives and the U.S. Senate. Every two years, the composition of Congress changes, and in November Americans will elect the 119th U.S. Congress.

The House of Representatives drafts and passes federal legislation and is composed of 435 members, also known as Representatives, who are apportioned among the 50 states. Each Representative serves a two-year term, meaning that all 435 seats are up for election every two years.

The current House of Representatives is controlled by the Republican Party, with 220 members. The Democratic Party holds 212 seats. During this term, three Representatives passed away, which explains the current difference from the full 435 seats. To control the House, a party needs to elect 218 Representatives.

The Senate is composed of 100 Senators, two from each state. Each Senator serves a six-year term, and every two years one third of the seats are up for election. The Vice President of the United States serves as President of the Senate and has the casting vote in the event of a tie.

Currently, the Senate is composed of 51 Democrats (including three independents who caucus with the Democrats) and 49 Republicans. Of the 34 seats up for election in November, 23 are currently held by Democrats or independents who vote with the party.

For legislation to be passed and sent to the President to be signed into law, it must be approved by both chambers by a majority vote. Naturally, a divided Congress makes the passage of new legislation more difficult, due to intense negotiations and the constant back-and-forth between the two parties to reach a consensus.

The Presidential Race

Americans in each state vote to elect a President and a Vice President. The Electoral College allocates a certain number of electoral votes to each state based on its population. There are a total of 538 electoral votes, and a candidate needs at least 270 to win. California has the largest number of votes (54), followed by Texas (40), Florida (30) and New York (28). Each state receives a number of electoral votes equal to its total representation in Congress — two Senators plus the number of House Representatives, which is determined proportionally by the state’s population. In all states except Maine and Nebraska, a winner-takes-all system applies, meaning the candidate with the highest share of votes wins all of the state’s electoral votes. In the two states mentioned, electoral votes are allocated proportionally based on the vote share.

Initially, the presidential race was expected to be a rematch between former President Donald Trump and incumbent President Joe Biden. However, negative reactions following the debate held in June between the candidates led Biden to withdraw from the race. Subsequently, Vice President Kamala Harris emerged as the natural candidate for the nomination and was ultimately confirmed as the party’s official nominee at the Democratic National Convention in August.

Based on the available polls, this election is shaping up to be one of the most closely contested ever, with no clear winner yet for either chamber of Congress or the presidency. For this reason, the “swing states”, also known as battleground states, have been the main focus.

In the United States, there are states known as “safe states”, meaning they have historically tended to vote consistently for the same party (California and New York generally vote for Democratic candidates, while southern states such as Texas usually vote for Republican candidates). However, there are also “swing states”, where there is no consistent voting pattern, such as Pennsylvania (19 votes), Michigan (15), Arizona (11), North Carolina (16), Nevada (6), Georgia (16) and Wisconsin (10). For context, in the 2020 presidential race, the margin of victory in these battleground states was less than 0.5% of the national vote.

Based on the latest available polls, the outcome in November still appears uncertain, and whoever emerges as the winner is likely to do so by a very narrow margin.

Source: 270towin.com

This communication has been produced by Banco Finantia for informational purposes only and does not constitute investment advice.
